Education

Garver received a bachelor's of Science in Criminal Justice from West Chester University in 1977, a Masters of Science in Criminal Justice from Eastern Kentucky University in 1983 and a Doctorate of Education from Pennsylvania State University in 1997.[3]

Career

Garver is an instructor in the Criminal Justice Program at Penn State-Harrisburg. He has worked in this position since 2007. Prior to this, he served as a Detective in the Dauphin County District Attorney's Office from 1986 to 2006 and a Texas State Trooper from 1978 to 1985.[3]
