Early life and education
Born in Charleston, West Virginia, Faber graduated from the West Virginia University with his bachelor's degree in 1964 and later from Yale Law School with his Juris Doctor degree in 1967.
Faber was a private practice attorney in Charleston, West Virginia from 1967 to 1968. Faber served as a Judge Advocate in the United States Air Force Judge Advocate General Corps from 1968 to 1972 and also served as a member of the United States Navy Reserves from 1973 to 1977. Faber was a member of the West Virginia Air National Guard from 1978 to 1992. In 1981, Faber was nominated by President Ronald Reagan as the U.S. Attorney for the Southern District of West Virginia serving as the Chief Federal prosecutor for the State of West Virginia until 1986. Faber was a private practice attorney in Charleston, West Virginia from 1987 to 1991 and also served as a Special Assistant U.S. Attorney for the Northern District of West Virginia from 1988 to 1990.

Faber was nominated to the United States District Court for the Southern District of West Virginia by President George H.W. Bush on August 1, 1991 to a new seat created by 104 Stat. 5089, which was approved by Congress. Faber was confirmed by the U.S. Senate on November 21, 1991 and received commission on November 25, 1991.
