Early life and education
Marsh graduated from Oregon with his bachelor's degree in 1951 and later graduated from Oregon Law with his Bachelor of Laws degree in 1954 and also served as a U.S. Army Corporal from 1946 to 1947.
District of Oregon
On the recommendation of US Senator Mark Hatfield, Marsh was nominated by President Ronald Reagan on February 2, 1987, to a seat vacated by Edward Leavy. Marsh was confirmed by the US Senate on March 20, 1987 and received commission on March 24, 1987. Marsh later assumed senior status on April 16, 1998.
