Judge Beales earned his undergraduate degree from the College of William & Mary. He went on to earn his law degree from the University of Virginia's Law School in 1986.
Judge Beales began his career as a lawyer specializing in estate planning and administration. He worked in the Reagan and Bush (Sr.) administrations and later the administration of Virginia Governor Allen. He then worked as the chief deputy attorney general until June 4, 2001, when the Virginia Attorney General resigned and Beales automatically took his place.
