Early life and education
Born in Ciudad Victoria, Tamaulipas, Mexico, Barkett obtained an Associate's degree from St. Joseph's College in 1959, thereafter graduating with a bachelor's degree from Spring Hill College in 1967. Barkett received her J.D. from the University of Florida College of Law in 1970. Prior to entering the legal profession, Barkett was a member of the Sisters of St. Joseph as a Catholic nun from 1956 to 1967 and served as a K-8 educator in the State of Florida from 1960 to 1968. 
Barkett began her legal career as a private practice attorney licensed in the State of Florida from 1971 to 1979 before being appointed Circuit Court Judge in the Fifteenth Judicial Circuit Court of Florida from 1979 to 1984 and later served as the Chief Judge of the Fifteenth Judicial Circuit Court of Florida from 1983 to 1984. Barkett was appointed to serve as State Appeals Judge in the Fourth District Court of Appeals of Florida from 1984 to 1985 and was later appointed by the Florida Supreme Court Judicial Nominating Commission as Justice of the Florida Supreme Court from 1985 to 1994, serving as the Chief Justice of The Florida Supreme Court from 1992 to 1994. 
On September 24, 1993, President Bill Clinton nominated Barkett to a seat on the United States Court of Appeals for the Eleventh Circuit that had been vacated by Paul Roney. Barkett was confirmed by the U.S. Senate on April 14, 1994 by a 61-37 vote, and she received commission on April 15, 1994.

Appointment to The Hague
On August 23, 2013, the U.S. Department of State appointed Rosemary Barkett to the Iran-United States Tribunal at The Hague. The appointment began on October 1, 2013. She succeeded Judge Gabrielle McDonald. She joins Charles N. Brower and O. Thomas Johnson to make up the 3 appointed officials by the United States.
