Early life and education
Higginson received his undergraduate degree from Harvard College and his law degree from Yale Law School.
Higginson began his career as a law clerk to Patricia Wald of the U.S. Court of Appeals, District of Columbia and then for Byron White of the U.S. Supreme Court. He became an assistant U.S. attorney in 1989 and has worked in New Orleans since 1993. He also teaches at Loyola University New Orleans College of Law.
On May 4, 2011, President Obama nominated Higginson to serve on the United States Court of Appeals for the Fifth Circuit to fill the seat vacated by Jacques Wiener. Obama commented on the nomination, stating, "Stephen Higginson is a distinguished candidate for the Court of Appeals for the Fifth Circuit. Both his legal and academic credentials are impressive and his commitment to judicial integrity is unwavering. I am confident he will serve the American people with distinction." Higginson was rated Unanimously Well Qualified by the American Bar Association.
He had a hearing on June 8, 2011. You can find his Committee Questionnaire available here and his Questions for the Record available here. The committee recommended him for a Senate vote on July 14, 2011.
He was confirmed by the full Senate on October 31, 2011 with a Senate vote of 88-0.
