The "new" courthouse on Second Street, between Washington and Lee Streets in downtown Alexandria, saw its first case in 1903.

Louisiana's Ninth Judicial District Court of the Louisiana District Courts is located in Alexandria, Louisiana and presides over Rapides Parish. The court has both civil and criminal jurisdiction. In the civil realm, its authority extends over contract and property rights, personal injury claims, marriage and family matters and estate cases, among other things. In criminal matters, the court's jurisdiction extends to misdemeanors, felonies, and violations of parish ordinances committed in within Rapides Parish, as well as all criminal proceedings. The court also handles juvenile issues; cases with juvenile offenders, delinquency, adoption, etc.

The Court is composed of seven elected judges and a hearing officer appointed by the judges. Two judges preside over the criminal docket, one presides over the juvenile docket, and the remaining four judges preside over the civil docket. Elected judges serve a six-year term.[1]

  • Donald Johnson, Division A, presides over the civil docket, and is elected by Sub-District 1.
  • Thomas Yeager, Division B, presides over the criminal docket, and is elected by Sub-District 2.
  • F. Rae Swent, Division C, is elected by Sub-District 2.
  • John Davidson, Division D, serves as the court's Chief Justice, and is elected by Sub-District 2.
  • Patricia Koch, Division E, presides over Juvenile matters, and is elected by Sub-District 2.
  • George Metoyer, Division F, is elected by Sub-District 1.
  • Harry Randow, Division G, is elected by Sub-District 2.
  • Monique Rauls, serves as the court's Hearing Justice, an appointed position.

Elections

Elections for the Ninth Judicial District Court will take place in 2008 for terms beginning January 1, 2009. While all seats on the court are up for election this year, all candidates except one are expected to seek re-election. Only Judge Rae Swent will retire this year. Four candidates have declared their intent to run for election to her office. The qualifying period for these candidates--Greg Beard, Mary Lauve Doggett, Mike Hislop and Thomas "Rocky" Willson--is July 9-11, 2008, with a primary race on October 4.[2]
