Barbara Keenan is a justice of the Supreme Court of Virginia. A graduate of Cornell University, Justice Keenan earned her J.D. from George Washington University (1974) and her LLM from the University of Virginia School of Law (1992).[1] Justice Keenan was appointed to the court by Democratic Governor Wilder in 1991.

Awards and Associations

In 2004, Justice Keenan was recognized by Common Good - a bi-partisan legal reform coalition - with their annual "Gatekeeper Awards." The award highlights the appropriate role of judges in determining who can sue for what. Justice Keenan was honored for her opinion in 2003 in the case of Donna P. Thurmond v. Prince William Professional Baseball Club, Inc., No. 020116, Supreme Court of Virginia, January 10, 2003 which ruled that a spectator to a baseball game couldn't sue for injuries sustained by being hit by a line drive, given the numerous warnings posted (including on the back of the ticket) cautioning spectators that there was a risk in not staying alert.[2]

Justice Keenan led in the Court's efforts to establish and implement a Judicial Performance Evaluation Program. She served as the chair of the advisory committee that established the Court's pilot program, and was instrumental in the creation of the Judicial Performance Evaluation Program. Justice Keenan also serves as chair of the Commission that establishes policies and provides oversight for the administration of the Judicial Performance Evaluation Program. Justice Keenan completed her tenure as chair of the Judicial Performance Evaluation Commission effective June 30th 2008.[3]
