Early life and education
A native of Washington, D.C., Norton graduated from the University of the South with his Bachelor's Degree in 1968 and later graduated from the University of South Carolina Law Center with his Law Degree in 1975. Norton served three years of active duty in the U.S. Navy from 1969 to 1972 during the Vietnam Conflict.[1]
Professional career
After law school and military service, Norton first was a private practice attorney licensed in the State of South Carolina from 1975 to 1977 before becoming a assistant deputy solicitor for the Ninth Judicial Circuit of South Carolina from 1977 to 1980. From 1981 to 1990, Norton was a private practice attorney again in addition to a part-time role from 1980 to 1985 as a City attorney for the City of Isle Palms from 1980 to 1985.[1]
Judicial career

On the recommendation of long time U.S. Senator Strom Thurmond, Norton was nominated by President George H.W. Bush on April 18, 1990 to a seat vacated by Solomon Blatt. Norton was confirmed by the U.S. Senate on June 28, 1990 on a senate vote and received commission on July 12, 1990. Norton served as the Chief Judge of the court from 2007 until 2012.[1]
