Early life and education
A native of Georgia, Proctor graduated from Carson-Newman College with his Bachelor's Degree in 1983 and from the University of Tennessee-Knoxville College of Law with his Juris Doctorate in 1986.[1]
Personal life
Professional career
Proctor started his legal career as a law clerk for former Federal Appeals Judge Emory Widener, Jr. in the Fourth Circuit Court of Appeals. He served there from 1986 to 1987, then spent the rest of his pre-judicial legal career, from 1987 to 2003, in private practice.[1]
Judicial career
Northern District of Alabama
On the recommendation of Senators Jeff Sessions and Richard Shelby, Proctor was nominated by President George W. Bush on May 1, 2003 to a new seat created by 116 Stat. 1758 which was approved by Congress. Proctor was confirmed by the U.S. Senate on September 17, 2003 on a Senate vote and received commission on September 22, 2003.[1]
