Diramuid Fionntain O'Scannalin is a federal appeals judge with the United States Court of Appeals for the Ninth Circuit in San Francisco, California. He joined the Court in 1986 after being nominated by President Ronald Reagan.
Early life and education
Born in New York City, New York, O'Scannlain graduated from St. John's University in New York with his Bachelor's degree in 1957 and received his Juris Doctor degree from Harvard Law School in 1963. O'Scannlain received a Master's in Laws degree, LL.M, from the University of Virginia School of Law in 1992.[1]
Legal career
O'Scannlain was a member of the U.S. Army Reserve from 1955 to 1957 and specifically, the Judge Advocate General Corps from 1955 to 1978. O'Scannlain was a Tax attorney for Standard Oil Company of New Jersey and New York City from 1963 to 1965 before entering private practice in Portland, Oregon until 1969 and again from 1975 to 1986. O'Scannlain was Deputy State Attorney General for the Oregon State Department of Justice until 1971. O'Scannlain was the Public Utility Commissioner for Oregon until 1973 and Director of the Oregon Department of Environmental Quality until 1974. O'Scannlain was a Consultant for the Office of the President-Elect of the United States, for the Reagan Transition Team from 1980 to 1981 and also served as a Team Leader for the President's Private Sector Survey on Cost Control/Grace Commission from 1982 to 1983. O'Scannlain was the Chairman on the Advisory Panel to the U.S. Secretary of Energy from 1983 to 1985.[1]
Federal judicial career
On the recommendation of Oregon U.S. Senator Mark Hatfield, O'Scannlain was nominated to the United States Court of Appeals for the Ninth Circuit by President Ronald Reagan on August 11, 1986, to a seat vacated by Robert Boochever as Boochever assumed senior status. O'Scannlain was confirmed by the U.S. Senate on September 25, 1986 on a Senate vote and received commission on September 26, 1986.[1]
