Early life and education
A native of North Carolina, Graham gradauted from West Virginia State College with his Bachelor's Degree 1971 and earned his juris doctorate degree from the Ohio State University College of Law in 1974. [1]
Professional career
After serving on active duty in the US Army, Graham joined the US Attorney's Office as an Assistant US Attorney for the Southern District of Florida from 1979 to 1984. Then Graham spent the rest of his pre-judicial legal career as a private practice attorney from 1984 to 1991. Graham served as a part-time faculty member at the University of Maryland-College Park from 1975 to 1977.[1]
Military service
Graham served on active duty in the US Army from 1974 to 1979 as a member of the JAG (Judge Advocate General) Corps and was a reserve member of the JAG Corps from 1983 to 1991. [1]
Judicial career
Southern District of Florida
On the recommendation of U.S. Senator Connie Mack III, Graham was nominated to the United States District Court for the Southern District of Florida by President George H.W. Bush on June 17, 1991 to a seat vacated by Sidney Aronovitz. Graham was confirmed by the U.S. Senate on September 12, 1991, and received commission on September 16, 1991.[1]

| Graham was the presiding judge in USA v. Castroneves in which prominent open-wheel racing star Helio Castroneves was accused by the IRS allegations that had the Brazillian did not report $5.5 million in income on money he earned from his racing sponsors.[2]
The IRS claimed Castroneves owed $2.3 million on earnings he failed to report between 1999 and 2004. Castroneves charged with six counts of tax evasion and one count of conspiracy in October of 2008, and faced up to 35 years in prison if convicted on all counts.[2] On April 18, 2009, A Southern District of Florida jury was deadlocked on the conspiracy charges after six days of jury deliberations, which involved Castroneves’s sister Katiucia and his attorney Alan R. Miller, who were also accused of tax evasion and conspiracy to defraud the United States. Castroneves's associates were charged with using an offshore Panamanian shell corporation to hide income Castroneves received from his sponsors Coimex International and Penske Racing. Katiucia Castroneves was also acquitted of the tax evasion charges and the jury deadlocked on her conspiracy charge as well. Miller was acquitted on all counts.[2] Graham declared a mistrial and freed Castroneves in which allowed the racing star to rejoin the Indy Racing League upon his acquittal.[2] |
