Early life and education
A Massachusetts native, Torres graduated from Dartmouth College with his Bachelor's Degree in 1963 and later graduated from the Duke University School of Law with his law degree in 1968. [1]
Professional career
Torres spent the majority of his legal career as a private practice attorney licensed in the State of Rhode Island from 1968 to 1980. Also in addition to his private practice work, Torres served as a elected Member of the Rhode Island House of Representatives from 1975 to 1980 and served as the Deputy minority leader from 1977 to 1980. After being a laywer and serving in the State House, Torres became a Associate justice of the Rhode Island Superior Court from 1980 to 1985 before becoming the Assistant vice president in charge of national staff counsel for Aetna Life Insurance Company from 1985 to 1986. Before his nomination to the federal bench, Torres resumed his private practice work before his appointment to the Federal Bench in 1988. [1]
Judicial career

Torres was nominated by President Ronald Reagan on June 22, 1987 to a seat vacated by Bruce Marshall Selya as Selya was nominated to the First Circuit Court of Appeals[2]. Torres was confirmed by the U.S. Senate on November 5, 1987 on a senate vote and received commission on November 6, 1987. Torres served as the chief judge of the court from 1999 to 2006 before later assuming senior status on December 1, 2006. He retired on June 1, 2011.[1]
