Francis C. Whelan (1907-1991) was a federal judge on the United States District Court for the Southern District of California and the United States District Court for the Central District of California.
Whelan was nominated to the Southern District of California by President Lyndon Johnson on August 17, 1964, to a seat vacated by Leon Rene Yankwich; he was confirmed by the Senate on September 15, 1964, and received commission that same day. He served the Southern District of California until he was assigned to the Central District of California on September 18, 1966. He assumed senior status on July 6, 1986. He served the Central District of California until his death on August 22, 1991. Whelan was succeeded in this position by Mariana Pfaelzer.

He served the Central District of California until his death on August 22, 1991. Whelan was succeeded in this position by Mariana Pfaelzer.
