Harold Lyman Ryan (1923-1995) was a federal judge on the United States District Court for the District of Idaho.

Ryan was nominated by President Ronald Reagan on December 7, 1981, to a seat vacated by Raymond McNichols; he was confirmed by the Senate on December 16, 1981, and received commission the next day. From 1988-1992, he served as the chief judge. He assumed senior status on December 30, 1992. He served the District of Idaho until his death on April 10, 1995.
