Howard H. Harcha III is a judge on the Scioto County Court of Common Pleas in Portsmouth, Ohio. He was first elected to the court in 1996 and has been re-elected in 2002 and 2008.[1] His current term expires on February 9, 2015.[2][3] Harcha is running for re-election to the Scioto County Court of Common Pleas in 2014.
