J. Otis Humphrey (1850-1918) was a federal judge on the United States District Court for the Southern District of Illinois.
He was nominated by President William McKinley on March 7, 1901. He was confirmed by the Senate on March 8, 1901, and received commission that same day. He served until his death on June 14, 1918.[1]
