James K. Donovan is a justice on the Illinois Fifth District Appellate Court.

Biography

Judge Donovan was born on August 12, 1952, in East St. Louis. He received his Bachelor of Science degree from Southern Illinois University at Carbondale and his Juris Doctor degree from St. Louis University School of Law.

Judge Donovan served as an Assistant State's Attorney in St. Clair County from 1978 to 1980, Public Defender of St. Clair County and private practice from 1981 to 1982, Associate Circuit Judge in the 20th Judicial Circuit from 1983 to 1987, Circuit Judge in the 20th Judicial Circuit from 1987 to 1994, returned to the private practice of law from 1994 to 2001, was reappointed as a Circuit Judge 20th Judicial Circuit from February 2001 until he was assigned to the Fifth District Appellate Court in September, 2002. On November 2, 2004, he was elected to a ten year term on the appellate court.

Judge Donovan is a member of the Illinois and Missouri Bar, past president of the St. Clair County Bar Association, past president of the East St. Louis Bar Association, and a member of the Illinois State Bar Association and of the Illinois Judge's Association. He is a former member of the Illinois Judicial Conference Executive Committee, Committee on Education, Committee on Automation and Technology, Appellate Court Administrative Committee and ISBA Committee on Legal Technology. He currently serves on the Special Supreme Court Committee to Study Courtroom Security and ISBA Committee on Workers' Compensation Law. In addition to hearing cases at the Fifth District Appellate Court in Mt. Vernon, he is assigned to the Illinois Workers' Compensation Division of the Appellate Court. He previously served as the Presiding Judge of the Fifth District Appellate Court.[1]
