James E. Duggan is an associate justice of the New Hampshire Supreme Court. His appointment to the bench came after the retirement of Associate Justice Sherman Horton. Justice Duggan is a Democrat.

Legal background
Duggan is a graduate of Georgetown University and Georgetown Law Center.
Legal Experience
He taught at Franklin Pierce Law Center in Concord from 1977 until he came to the Supreme Court in January 2001, following his nomination by Gov. Jeanne Shaheen. He had been director of the state’s appellate defender program, which represents indigent clients in criminal cases that are heard by the Supreme Court.[1]
