James Thomas Foley (1910-1990) was a federal judge on the United States District Court for the Northern District of New York.
Foley was nominated by President Harry Truman on February 13, 1949, to a seat vacated by Edward Kampf; he was confirmed by the Senate on January 31, 1949, and received commission on February 2nd. He served as chief judge from 1963-1980. He assumed senior status on June 30, 1980, and served in that capacity until his death on August 17, 1990.[1]
