James Clinkscales Hill (b. 1924) is a federal judge with the United States Court of Appeals for the Eleventh Circuit. He was reassigned to the Eleventh Circuit in 1981 after he had served on the Fifth Circuit Court of Appeals. Hill is a judge serving on senior status.
Early life and education
Hill graduated from Emory Law with his juris doctorate degree in 1948 and later graduated from the University of South Carolina with his Bachelor's Short Course degree in 1948. Hill also served on active duty in the U.S. Army Air Corps from 1943 to 1945.
Legal career
Hill has spent his entire pre-judicial legal career as a private practice attorney licensed in the State of Georgia from 1948 to 1974.
Federal judicial career
Northern District of Georgia
Hill was nominated by President Richard Nixon on July 9, 1974 to a seat vacated by Sidney Smith, Jr. as Smith assumed senior status. Hill was confirmed by the U.S. Senate on August 8, 1974 and received commission on August 9, 1974. Hill left the Northern District of Georgia on May 26, 1976 due to his appointment to the Fifth Circuit Court of Appeals.
Fifth Circuit Court of Appeals
Hill was nominated by President Gerald Ford on May 4, 1976 to a seat vacated by Griffin Bell. Hill was confirmed by the U.S. Senate on May 19, 1976 on a Senate vote and received commission on May 21, 1976. Hill left the Fifth Circuit Court of Appeals on October 1, 1981 as part of legislation signed by President Ronald Reagan creating the Eleventh Circuit Court of Appeals.
Eleventh Circuit Court of Appeals
Hill was re-assigned to the Eleventh Circuit on October 1, 1981 on legislation that created the Eleventh Circuit. Hill later assumed senior status on October 15, 1989.
