James McGirr Kelly (1928-2005) was a federal judge on the United States District Court for the Eastern District of Pennsylvania.

Kelly was nominated by President Ronald Reagan on June 21, 1983, to a seat vacated by Emanuel Mac Troutman; he was confirmed by the Senate on August 4, 1983, and received commission two days later. He assumed senior status on March 31, 1996,[1] and served until his death on March 5, 2005. Kelly was succeeded in this position by Bruce Kauffman.
