Jonathan Lippman is the Chief Judge of the Court of Appeals, New York's court of last resort. He was appointed by Governor Paterson on January 13, 2009. He replaced Judith Kaye. [1] His current term ends in 2023. [2]
Biography
Justice Lippman was born in May, 1945 in New York City. He received his B.A. degree from New York University in 1965 and his J.D. degree from New York University's School of Law in 1968. He is now married and has two children.[3]
Legal career
Justice Lippman has worked as a law clerk for Supreme and Surrogate's Courts, a Principal Court Attorney and later Chief Clerk and Executive Officer for the Supreme Court (New York County, Civil Term), and the Deputy Chief Administrator for Management of the court system. He was appointed to the Court of Claims by Gov. Pataki in 1995. He served as the Chief Administrative Judge from January of 1996 to May of 2007. He was elected to the Supreme Court, Ninth Judicial District in 2005. He also served on the Appellate Term and the Tenth Judicial District until May of 2007, when he was appointed Presiding Justice of the Appellate Division of the Supreme Court. He was appointed to the Court of Appeals in 2009.[3]
Judge allowance increase
In October of 2009, Judge Lippman announced via a webcast available only to the judiciary that he was authorizing a doubling of the annual amount paid to judges for expenses - from $5,000 to $10,000. In 2008, the New York Office of Court Administration paid out approximately $6 million to judges receiving the $5,000 "allowance". This increase will take the total expense stipend outlay to roughly $12 million per year. The Office of Court Administration's total annual budget in 2008 was $2.27 billion. [4][5][6]
Lippman cited the lack of pay raises for judges in the last ten years as reason why the increase is needed. There are three suits pending before the Court of Appeals regarding the matter of judicial pay in New York. Two of the suits were brought by individual judges and one was brought by the court system. Lippman has recused himself from hearing the cases, which are scheduled to begin on January 12, 2010. [4]
