Keith Andrew Baynes is a judge for the Second Circuit Court in Cecil County, Maryland. Baynes has served the court since January 21, 2011, and was re-elected to a full term in November 2012.[1] His current term ends in 2027.
Education
Judges Baynes attended St. Vincents College to earn his Bachelor of Science in Political Science in 1976. In 1979 he earned his Juris Doctor at the University of Baltimore School of Law.[1]
