Jenkins was nominated by President Bill Clinton on July 24, 1997, to a seat vacated by Eugene Lynch; he was confirmed by the Senate on November 9, 1997, and received commission on November 12, 1997. He served the Northern District of California until his resignation on April 3, 2008. Jenkins was succeeded in this position by Edward Chen.
