Early life and education
Green received a B.S. from LeMoyne College in 1983 and a juris doctorate degree from Western New England College in 1986.[2]

Judicial appointment
Federal judicial nomination
Green was nominated to the United States District Court for the Western District of New York on January 26, 2011, by President Barack Obama to fill the seat vacated by David Larimer. In the press release Obama stated, “Throughout their careers, these distinguished men and women have demonstrated a steadfast commitment to public service. I am confident they will serve the American people with distinction from the District Court bench.”[2]
Green was rated Majority Qualified, Minority Not Qualified by the American Bar Association. He had a hearing before the Senate Judiciary Committee on May 24, 2011, and you can find his Committee Questionnaire Available Here and his Questions for the Record Available Here. The committee confirmed Green on June 16, 2011.[3][4]
Green's nomination was returned to the president on December 17, 2011.[1]
