Neal Biggers is an Article III federal judge for the United States District Court for the Northern District of Mississippi. He joined the court in 1984 after being nominated by President Ronald Reagan. Biggers is a judge serving on senior status.[1]
Early life and education
A Mississippi native, Biggers graduated from Millsaps College in Jackson, MS with his Bachelor's Degree in 1956 and later graduated from the University of Mississippi Law School in Oxford, MS with his Juris Doctor Degree in 1963. Biggers also served in the US Navy as an active duty Lieutenant from 1956 to 1960.[1]
Professional career
Biggers started his legal career as a Private practice attorney licensed in the State of Mississippi from 1963 to 1968. In addition to his private practice work, Biggers was a Part-Time Prosecuting attorney for Alcorn County in 1964. In 1968, Biggers became a lead District attorney for the First Judicial District, Mississippi until 1975. In addition to being a full-time prosecutor, Biggers was also a part-time Assistant instructor for the University of Mississippi in 1974. In 1975, Biggers became a Circuit Court judge for the First Judicial District of Mississippi till his appointment to the Federal Bench in 1984. Biggers also served as a Special commissioner for the Mississippi Supreme Court from 1980 to 1981.[1]
Judicial career
Northern District of Mississippi
On the recommendation of Mississippi U.S. Senator Thad Cochran, Biggers was nominated by President Ronald Reagan on on March 1, 1984, to a seat vacated by William Colbert Keady as Keady assumed senior status. Biggers was confirmed by the U.S. Senate on March 27, 1984 on a senate vote and received commission on March 28, 1984. Biggers served as the chief judge of the court from 1998 to 2000 before later assuming senior status on October 1, 2000.[1] Biggers was succeeded in this position by Michael Mills.

Solicitation case
Judge Biggers on August 24, 2009 is considering to dismiss a case against Coahoma County Supervisor Dr. Roger Weiner as Weiner's attorneys argue that prosecutors are mishandling the case by not following the judge's scheduling orders.[2]
Weiner who is also a cardiologist is charged with soliciting prostitutes across state lines; attorneys for the Supervisor have said that prosecutors have not turned over cell phone records related to the case in a timely manner.[2]
