Peter Hill Beer is an Article III federal judge for the United States District Court for the Eastern District of Louisiana. He joined the court in 1979 after being nominated by President Jimmy Carter. Beer is serving on senior status.
Early life and education
A Louisiana native, Beer graduated from Tulane University with a Bachelor's in Business Administration in 1949 and with his Law Degree in 1952. Beer was a active duty US Army Sergeant from 1945 to 1946 and served three years of active duty after Law School as a member of the JAG Corps as a US Air Corps Captain. [1]
Professional career
After law school and military service, Beer was a private practice attorney licensed in the State of Louisiana from 1955 to 1974. In addition to private practice work, Beer was a elected member, of the New Orleans City Council from 1969 to 1974, serving as the Vice President from 1972 to 1974, and as the Council's Acting president from 1973 to 1974. In 1974, Beer became a Judge in the Louisiana Court of Appeals from 1974 to 1979. In 1978, Beer was elected judge to the Louisiana Supreme Court and served one year till his appointment to the Federal Bench in 1979. [1]

Beer was nominated by President Jimmy Carter on October 11, 1979 to a new seat created by 92 Stat. 1629 which was approved by Congress. Beer was confirmed by the U.S. Senate on November 26, 1979 on a senate vote and received commission on November 27, 1979. Beer assumed senior status on April 12, 1994. [1]

Judicial pay dispute
Beer is one of eight judges pressing a claim that Congress has violated the Constitution's compensation clause by failing to honor promised judicial salary increases in five separate years. The case was thrown out on October 16, 2009, but the group of judges are appealing it to the United States Court of Appeals for the Federal Circuit. [2]
