Philip Ray Martinez is an Article III Federal Judge for the United States District Court for the Western District of Texas. He joined the Court in 2002 after being nominated by President George W. Bush.

Early life and education

Born in El Paso, Texas, Martinez graduated from the University of Texas at El Paso with his bachelor's degree in 1979 and later from Harvard Law School with his Juris Doctor degree in 1982.[1]

Professional career

Martinez was a private practice attorney in Texas from 1982 to 1990. Martinez was appointed to serve as Judge of the County Court One for El Paso County, Texas from 1991 to 1994 and also served as a District Court Judge in the 327th Texas Judicial District Court in El Paso County part-time from 1991 to 2002.[1]

On the recommendation of Texas U.S. Senators Kay Bailey-Hutchinson and Phil Gramm, Martinez was nominated to the United States District Court for the Western District of Texas by President George W. Bush on October 9, 2001 to a new seat created by 114 Stat. 2762 which was approved by Congress. Martinez was confirmed by the U.S. Senate on February 5, 2002 by Senate vote.[2]. Martinez received commission on February 12, 2002.[3]
