Richard Dean Rogers is a federal judge for the United States District Court for the District of Kansas. He joined the court in 1975 after being nominated by President Gerald Ford. Rogers is a judge serving on senior status. [1]
Early life and education
A native of Kansas, Rogers attended Kansas State University in Manhattan, KS and graduated with his Bachelor's Degree in 1943 and later graduated from the University of Kansas School of Law with his juris doctorate degree in 1947. From 1943 to 1945, Rogers served in the Army-Air Force as a member of the Bombardier squadron during the Korean War[1].
Legal career
Rogers spent the majority of his legal career as a private practice attorney in the State of Kansas from 1947 to 1975. In addition to his private practice work, Rogers was a member of the faculty of Kansas State University from 1948-1952. Also, Rogers was an elected official serving as a City commissioner for the City of Manhattan, KS from 1950 to 1952 and again from 1959 to 1965. Rogers also served as the interim Mayor of Manhattan, KS in 1952 and in 1964. From 1964 to 1975, Rogers was a member of the Kansas State Legislature serving as a member of the House of Representatives from 1964 to 1968 and also served as a member of the State Senate from 1968 to 1976 serving as the President of the Senate in 1975. Rogers also served as a part-time County attorney for Riley County, KS from 1954 to 1958 and as General counsel for Kansas Farm Bureau and Service Companies from 1960 to 1975 [1].
Federal judicial career
On the recommendation of U.S. Senator Bob Dole, Rogers was nominated by President Gerald Ford on July 15, 1975 as former federal judge H. George Templar vacated the seat by assuming senior status. Rogers was confirmed by the U.S. Senate on July 31, 1975 on a Senate vote and received commission on August 5, 1975. Rogers later assumed senior status on January 1, 1989[1].
