Richard B. Halloran, Jr. is a judge on the Michigan Third Circuit Court. He serves as a judge for the Family Division, Domestic court.
Education
Judge Halloran graduated from Canisius College (B.A., 1970) and earned his J.D. from University of Detroit Mercy, 1975.[1]
Legal career
Judge Halloran joined the Third Circuit Court in 1998, originally appointed to the court by Governor John Engler, and his term expires in 2006. Prior to serving on the Third Circuit court, Judge Halloran was a 36th District Court Magistrate (1990-1994) and 36th District Court Judge (1994-1997). He worked for private industry as Vice President of Sales and Marketing, Franklin-Templeton Properties; Vice President, Concorde Assets Securities; and Vice President, McNeil Corp. He also served as an Attorney/Advisor, U.S. Army Corp. of Engineers and in the same capacity for the U.S. Army Tank Command. [1]
Suspension
Halloran was suspended for 14 days without pay by the Michigan Supreme Court in 2010. He was penalized for dismissing 30 divorce cases in order to avoid the approaching deadline. Judge Halloran says that he was still working on the cases, though he dismissed them. [2]

Publications
Judge Halloran was Co-Author, Journal of Family Violence "Stalking Behaviors Within Domestic Violence." Under Judge Halloran's leadership, the Wayne County Coordinating Council to Prevent Domestic Violence published a domestic violence handbook that is printed in English, Spanish, and Arabic. [1]
