Richard C. Tallman is a federal judge with the United States Court of Appeals for the Ninth Circuit in San Francisco. He joined the court in 2000 after being nominated by President Bill Clinton.

Early life and education

Born in Oakland, California, Tallman graduated from the University of Santa Clara with his B.S.C., bachelor's degree, in 1975 and received his J.D. degree from Northwestern University School of Law in 1978.[1]

Professional career

Tallman was a law clerk for the Honorable Morell Sharp in the Western District of Washington from 1978 to 1979 before joining the United States Department of Justice as a Trial Attorney in the Criminal Prosecutions Division from 1979 to 1980. Tallman was an Assistant United States Attorney with the U.S. Attorney's Office for the Western District of Washington from 1980 to 1983 before entering private practice in the State of Washington from 1983 to 2000.[1]

Judicial career

Foreign Intelligence Surveillance Court of Review

Richard Tallman was appointed by Chief Justice John Roberts to the three judge panel of the Foreign Intelligence Surveillance Court of Review. His term began on January 27, 2014 and will expire on January 26, 2021.[2]

Ninth Circuit

Tallman was nominated to the United States Court of Appeals for the Ninth Circuit by President Bill Clinton on October 20, 1999, to a seat vacated by Betty Binns Fletcher as Fletcher assumed senior status. Tallman was confirmed by the U.S. Senate on May 24, 2000 on a Senate voice vote, and received commission on May 25, 2000.[3]
