Robert Payne

Robert Payne is an Article III federal judge for the United States District Court for the Eastern District of Virginia. He is serving on senior status.
Early life and education
A native of the Commonwealth of Kentucky, Payne graduated from Washington and Lee University with his Bachelor's Degree in 1963 and later graduated from Washington and Lee University School of Law with his juris doctorate degree in 1967.
Legal career
Payne served in the U.S. Army JAG Corps from 1967 to 1971 before later serving as a Private practice attorney licensed in the Commonwealth of Virginia from 1971 to 1992.
Federal judicial career
On the recommendation of U.S. Senator John Warner, Payne was nominated by President George HW. Bush on November 20, 1991 to a seat vacated by Calvitt Clarke, Jr. as Clarke went on senior status. Payne was confirmed by the U.S. Senate on May 12, 1992 on a Senate vote and received commission on May 13, 1992. He assumed senior status on May 7, 2007.
