Susan Webber Carter is an Article III federal judge for the United States District Court for the Eastern District of Arkansas. She joined the court in 1990 after being nominated by President George H.W. Bush. She was appointed to the court as Susan Webber Wright. Carter also serves on the United States Foreign Intelligence Surveillance Court. Her term runs from May 18, 2009 until May 18, 2016.[1]
Carter is a member of the National Advisory Council of the American Judicature Society. [2]
Early life and education
Carter graduated from Randolph-Macon Womens College with her Bachelor's Degree in 1970 then attended the University of Arkansas at Fayetteville and graduated with her Masters in Public Affairs Degree in 1973 and her juris doctorate degree in 1975. [3]
Professional career
Carter started her career as a Law clerk for former federal appeals judge Jesse Henley of the Eighth Circuit Court of Appeals from 1975 to 1976. Then Carter had a long career as an academic instructor most noted as a member of the Faculty at the University of Arkansas at Little Rock School of Law from 1976 to 1990. While at Arkansas-Little Rock, she started as an Assistant Professor and Dean from 1976 to 1978 and from 1979 to 1980 a visiting professor before she became an Associate Professor from 1980 to 1983 and became a lead professor from 1983 to 1990. Carter had other academic experience as a Research Assistant in the 1979 Arkansas Constitutional Convention over the taxing powers of the State of Arkansas[4]. Also, Carter was a visiting professor at the Ohio State University College of Law in 1981 and at the Louisiana State University Law Center from 1982 to 1983. [3]
Judicial career
Eastern and Western Districts of Arkansas
At the time of her federal judicial nomination, Carter was nominated as a federal district judge for both the Eastern and Western District of Arkansas. She was later reassigned to the just Eastern District. On the recommendation of Congressman John Hammerschmidt, Carter was nominated by President George H.W. Bush on September 21, 1989, to a seat vacated by Elsijane Roy as Roy went on senior status. Carter was confirmed by the U.S. Senate on January 23, 1990 on a Senate vote and received commission on January 24, 1990. Carter served as chief judge for the Eastern District of Arkansas 1998-2005. Foreign Intelligence Surveillance Court
Carter also concurrently serves on the United States Foreign Intelligence Surveillance Court. She was appointed on May 18, 2009 and her term will end on May 18, 2016.[5]
