Thomas E. Marshall was a judge for the Third Circuit Court in Harford County, Maryland.[1] He officially retired on January 10, 2011 but stayed on the court until a replacement was named at the end of that year. Beth Bowen was appointed on December 22, 2011 to fill his seat.[2][3]
