Thomas M. Higbee is the presiding judge for the Utah Fifth Judicial District in Washington County for the St. George Juvenile Court.[1] Higbee was appointed to this position in January 2001 by Gov. Michael O. Leavitt.[2]


Higbee received his J.D. from the University of Utah School of Law in 1980.[2]


After earning his degree, Higbee worked in private practice for 20 years. He was senior partner of the firm of Higbee & Jensen at the time of his appointment to the Juvenile Court. Higbee was appointed to the Fifth District Juvenile Court in January of 2001.[2]

Higbee was one of seven applicants for an open seat on the Utah Court of Appeals recommended to the Governor for appointment.[3][4]
