Thomas Roberts McMillen (1916-2002) was a federal judge on the United States District Court for the Northern District of Illinois.

McMillen was nominated by President Richard Nixon on March 29, 1971, to a seat vacated by William Campbell; he was confirmed by the Senate on April 21, 1971, and received commission on April 23, 1971. He assumed senior status on December 31, 1984. He served the Northern District of Illinois until his retirement on September 8, 1985.
