The Virginia judicial system is essentially five-tiered. It is comprised of the Supreme Court, a Court of Appeals, 31 circuit courts, 32 general district and juvenile and domestic relations district courts, and magistrates in offices in thirty-two districts. The legislature created three advisory/administrative bodies that aid the courts: the Judicial Inquiry and Review Commission, the Judicial Council, and the Committee on District Courts.[1]
