Mulligan served in the U.S. Army from 1942-1946 as a Special Agent in the Counter-Intelligence Corps.[1]

Judicial career
Second Circuit
Judge Mulligan was nominated to the United States Court of Appeals for the Second Circuit by Richard M. Nixon on April 26, 1971, to a seat vacated by Joseph Lumbard. He was confirmed by the Senate on May 20, 1971, and received his commission on May 27, 1971. Mulligan's service was terminated on March 31, 1981, due to resignation. [1] He was succeeded to this post by Richard Cardamone.
